FIFA Council Set to Review Withdrawn Infantino Investment Proposal

FIFA is set to present a review of the withdrawn FIFA Forward Enterprise (FFE) investment proposal to its governing council, amid continuing criticism over the controversial plan.

The development followed criticism from Danish Football Association president Jesper Moller, who accused FIFA of failing to address what he called “critical questions” about the proposal during a Legal Committee meeting, Reuters reported.

Responding to the concerns, FIFA said the review would be taken to the FIFA Council.

“FIFA Standing Committees advise and assist the FIFA Council in their respective fields in line with FIFA’s Statutes and Governance Regulations,” FIFA said in a statement to Reuters.

“As previously communicated, a review of the withdrawn FIFA Forward Enterprise proposal will be presented to the FIFA Council.”

The FIFA Council has 37 members, made up of FIFA president Gianni Infantino, eight vice-presidents and 28 representatives elected by member associations.

Infantino had launched the FFE proposal as a plan that would allow outside investors to acquire commercial stakes in FIFA tournaments, including the World Cup.

The proposal generated significant opposition across football, with UEFA, the AFC and CONCACAF among the organisations calling for changes to FIFA’s leadership structure.

FIFA eventually withdrew the proposal following the backlash. However, the controversy has continued to generate pressure on Infantino ahead of the March 2027 presidential election.

A number of European football associations have withdrawn their backing for Infantino’s re-election campaign. Greek FA president Makis Gagatsis and former Germany national team director Oliver Bierhoff also backed UEFA’s call for a change in leadership on Tuesday.

Despite the opposition, Reuters reported that people familiar with the discussions believe Infantino retains enough support to win another term.

According to the report, opponents have therefore been considering ways to restrict his powers instead of focusing solely on defeating him at the ballot.

The FIFA presidential election is scheduled for March 18, 2027, in Rabat. Infantino is seeking a fourth term as FIFA president.

Moller had previously raised concerns after the FFE proposal was left off the agenda for the Legal Committee meeting, arguing that FIFA had refused to answer questions about the project.
