State Police Push Gains Momentum as IGP Presents Framework to Senate
The IGP has presented a comprehensive State Police framework to the Senate, aiming to reshape Nigeria’s security structure through decentralised policing.
Nigeria’s move toward decentralised policing gained traction as the Inspector General of Police, Olatunji Rilwan Disu, submitted a comprehensive framework for the establishment of State Police to the Senate.
The 75-page document was formally handed over on Thursday to the Deputy President of the Senate, Barau Jibrin, at the National Assembly in Abuja. Jibrin also chairs the Senate Committee on the Review of the 1999 Constitution.
According to a statement by Ismail Mudashir, the report was delivered on behalf of the police chief by Olu Ogunsakin, who led the internal committee tasked with examining the feasibility and structure of State Police.
The document, titled “A Comprehensive Framework for the Establishment, Governance and Coordination of Federal and State Police,” sets out proposed governance models, coordination mechanisms, and operational strategies for integrating State Police within Nigeria’s existing security architecture.
Highlighting the intent behind the submission, Disu said, “The report covers the considered views, professional insights, and strategic recommendations of the Force, derived from extensive consultations and a careful assessment of the operational, legal, and administrative implications of instituting State Police in Nigeria. It is our expectation that the contents of this report will meaningfully contribute to ongoing deliberations and assist in shaping informed, balanced, and pragmatic decisions on this critical aspect of national security architecture.”
He emphasized that the report represents the Nigeria Police Force’s formal input into the constitutional amendment process.
Responding, Senator Jibrin praised the initiative as timely and aligned with President Bola Ahmed Tinubu’s broader security agenda, assuring that the committee would thoroughly evaluate the framework alongside other memoranda submitted for constitutional review.
