Since assuming office as Governor of the Central Bank of Nigeria (CBN) on September 22nd, 2023, Olayemi Cardoso has spearheaded landmark reforms that have fundamentally repositioned the Nigerian economy. Under Cardoso’s stewardship, the CBN has become a beacon of transparency, innovation, and resilience. His leadership has drawn public commendation from President Bola Ahmed Tinubu and global recognition, including the prestigious “Central Bank of the Year Award” on 10th June, 2026 by Central Banking, London.

Cardoso, a seasoned economist and former Chairman of Citibank Nigeria, brought a wealth of experience in economic management and financial sector development. His appointment was met with optimism by industry stakeholders, who anticipated a technocratic approach to policy formulation and execution. Cardoso’s early pronouncements signalled a commitment to transparency, institutional independence, and market-led reforms—values that would soon shape the trajectory of the CBN under his stewardship. Building a stronger and more resilient banking system, thirty-three banks met the revised minimum capital requirements, raising approximately ₦4.65 trillion in fresh capital, with about 72.55% sourced domestically. This unprecedented recapitalisation initiative has fortified the capacity and resilience of Nigeria’s banking sector, ensuring it can support larger-scale economic activity, withstand global shocks, and drive financial intermediation for the real sector. Cardoso’s focus on robust governance frameworks and risk management has set new standards for banking in Africa.

One of Cardoso’s most significant achievements has been the restoration of trust in Nigeria’s monetary policy framework. Upon assuming office, he inherited an economy grappling with volatility, currency instability, and rising inflation. Cardoso swiftly recalibrated monetary policy tools, prioritising price stability and signalling a return to orthodox central banking. Under his guidance, the CBN improved communication with stakeholders, enhanced policy predictability, and rebuilt confidence among investors and the business community.

A hallmark of Cardoso’s tenure has been the stabilisation of the naira. Nigeria’s currency had faced persistent pressure from speculative attacks, arbitrage, and a widening gap between official and parallel market rates. The CBN undertook a series of reforms aimed at unifying exchange rates, increasing transparency in the foreign exchange market, and dismantling rent-seeking opportunities.

Launched to strengthen transparency, efficiency, credibility, and market-driven FX operations, the new manual has laid the foundation for unified exchange rates and restored confidence in the foreign exchange market. Cardoso’s targeted reforms reduced arbitrage opportunities, encouraged foreign direct investment, and fostered a more predictable environment for businesses and investors alike.

Under Cardoso’s leadership, the CBN made significant strides in curbing runaway inflation—a perennial challenge for the Nigerian economy. He implemented a series of targeted monetary tightening measures, raising policy rates when necessary and deploying macroprudential tools to manage systemic risks. The CBN also intensified collaboration with fiscal authorities to address underlying supply-side constraints, such as food inflation and energy costs.

Cardoso’s emphasis on data-driven policy decisions and improved forecasting capacity enabled the CBN to respond proactively to inflationary pressures. Over time, headline inflation began to moderate, creating a more predictable operating environment for businesses and households.

A new strategic roadmap anchored on Interoperability, Security, Inclusion, Innovation, Trust, and Collaboration is positioning Nigeria’s payments system for a more secure, inclusive, and globally integrated digital economy. Cardoso’s commitment to digital innovation and financial inclusion has led to a major uptick in electronic transactions, broader access to banking services in rural communities, and expanded opportunities for small and medium businesses and entrepreneurs.

Recognising the transformative potential of technology, Cardoso prioritised financial inclusion and digital innovation as central pillars of his agenda. The CBN expanded the regulatory framework for fintechs, encouraged the proliferation of digital payment systems, and supported the growth of agency banking in rural and underserved areas.

New cash-withdrawal thresholds were introduced while restrictions and charges on cash deposits were removed, supporting more efficient cash management and digital-payment adoption. These cash policy reforms have contributed to reducing the informal economy, increasing tax compliance, and promoting a transition towards a cashless society, all of which are key goals under Cardoso’s macroeconomic strategy.

A defining feature of Cardoso’s governorship has been his insistence on transparency and strengthening of institutional independence. He introduced regular policy briefings, published detailed reports on the CBN’s operations, and engaged stakeholders in open dialogue. This approach fostered accountability, improved the quality of public discourse around economic policy, and enhanced the credibility of the central bank.

Cardoso also took steps to insulate monetary policy decisions from political interference, reaffirming the CBN’s commitment to its core mandate of price and financial stability. Nigeria’s external reserves crossed the US$50 billion mark, the highest level in approximately 17 years. This milestone reflects stronger external buffers and improved FX-market conditions. By diversifying reserve assets—including the addition of locally refined gold—Cardoso has strengthened Nigeria’s ability to withstand external shocks and instilled greater confidence among international investors and credit rating agencies.
