One Year of Impact: Hon. Rayyan Hussein & Transformation of Healthcare in Kaduna South -By Umar Sani Naallah

In August 2025 alone, Amina Namadi Sambo Comprehensive Hospital received more than five thousand patients. As Hon. Rayyan Hussein marks one year as Chairman of Kaduna South Local Government, one of the most remarkable aspects of his administration is the transformation of the local health sector. His people-centered reforms have restored residents’ confidence in the primary health care system.
Under his leadership, the local government implemented a 70% discount on medical treatments across all Primary Health Care Centres (PHCs) within Kaduna South. This bold move has eased the financial burden on residents, especially low-income earners, ensuring that healthcare is accessible to everyone regardless of their economic status.
Having understood the importance of maternal health, the chairman also introduced the provision of mama kits to women who deliver at the PHCs. This initiative has encouraged more women to embrace hospital delivery, thereby reducing the risks associated with giving birth at home and improving maternal and child health outcomes in the local government.
To strengthen accountability and service delivery, Hon. Rayyan Hussein established a toll-free complaint line where residents can report unfair treatment, extortion, or poor service by hospital staff. This initiative promotes transparency and ensures that health workers uphold professionalism and ethics in dealing with patients.
Additionally, the chairman restructured the leadership framework of the Primary Health Care Centres, introducing supervisory committees that report directly to his office. These committees track progress, identify challenges, and ensure that the local government remains responsive to the needs of its citizens.
In a move that further enhanced the quality of healthcare delivery, Hon. Rayyan facilitated the deployment of National Youth Service Corps (NYSC) members who are qualified doctors to several Primary Health Care Centres. This initiative is uncommon in such facilities and has greatly strengthened the capacity of PHCs to provide expert medical attention to patients, especially in communities that previously lacked adequate personnel.
Worthy of mention is the restoration of electrical supply in Primary Health Care Centres in Unguwan Mu’azu and Kinkinau. We all know how important stable electricity supply is for the smooth operation of Primary Health Care Centres, as it ensures uninterrupted medical services and supports the effective functioning of health facilities. Constant power allows for the proper preservation of vaccines and drugs, operation of essential equipment such as diagnostic and laboratory machines, and safe delivery services, especially at night.
As a result of these reforms, the turnout of patients at PHCs has significantly increased, signaling renewed public trust in the local healthcare system. Residents now view the local government health facilities as reliable, affordable, and effective in providing quality medical care.
