Trump Faces Supreme Court Battle as Court Blocks White House Ballroom Construction

Trump has vowed to appeal to the Supreme Court after a US appeals court blocked construction of his proposed White House ballroom.

President Donald Trump is preparing to take his controversial White House ballroom project to the US Supreme Court after an appeals court upheld an order stopping construction.

The US Court of Appeals for the DC Circuit ruled on Friday that the proposed transformation of the White House is too extensive to proceed without explicit approval from Congress.

The 2-1 decision overturned the path that had temporarily allowed construction to continue while the court reviewed the case.

However, the appeals court delayed enforcement of its own ruling for two weeks, giving Trump an opportunity to seek intervention from the Supreme Court.

The President responded with fury, branding the ruling “horrendous, politically motivated, and unlawful.”

Trump also confirmed that he planned to immediately appeal.

“This decision, made after much of the work has been done and paid for, is a National Security Threat at the highest level. It is also a National Disgrace,” Trump said in a post on Truth Social.

The composition of the court has also drawn attention. The two judges who backed the ruling were appointed by Democratic presidents, while the judge who dissented was appointed by Trump.

Judges Reject Argument That Ballroom Cannot Be Built

The court majority stressed that its decision did not amount to a final judgment against the ballroom itself.

“This holding has nothing at all to do with whether the proposed ballroom is desirable, or not, as a matter of policy. This ruling does not even necessarily mean that the Defendants may not ultimately construct the ballroom,” the judges wrote.

Instead, the court said Trump’s administration could not proceed with the construction while the lower court case was being handled unless Congress provided the necessary authorisation.

“What it does mean is that the Defendants may not do so during the district court’s expeditious litigation without securing Congress’s authorization, as the Constitution and laws require.”

The district court had previously allowed work to continue on a limited number of elements, particularly underground structures.

Project Began With East Wing Demolition

Trump has argued that the ballroom is needed because the White House does not have adequate space for large formal events, including state dinners and galas.

The project began last year with the sudden demolition of the White House’s historic East Wing.

Construction has since progressed on a basement complex, with photographs showing concrete walls extending above ground.

Trump has repeatedly said private donors will finance the ballroom. But reports published in June indicated that significant taxpayer funds were also being committed to the project.

The projected cost has risen sharply.

The White House initially estimated the project at $200 million, later increasing that figure to $400 million. The final cost could reach $600 million.

Trump has also pointed to the construction of an underground military bunker and other security measures being incorporated into the wider project.

Trump’s Broader Washington Transformation

The ballroom is one of several projects Trump hopes will form part of his legacy in Washington before he leaves office in 2029.

His plans also include work around the Lincoln Memorial Reflecting Pool, improvements to other parks and construction of a huge arch.

A number of the projects have faced legal challenges, but the ballroom dispute is the first to advance to a stage where the Supreme Court may become directly involved.

The case could therefore have implications extending beyond the proposed ballroom, particularly concerning the constitutional balance between presidential authority and Congress’s control over major changes to federal property.
