Iran has said that while progress has been made in talks with the United States, a final agreement to end the ongoing war is not imminent.

Foreign ministry spokesman Esmaeil Baqaei said: “It is correct to say that we have reached a conclusion on a large portion of the issues under discussion,” during a weekly briefing.

He added: “But to say that this means the signing of an agreement is imminent — no one can make such a claim,” accusing Washington of inconsistency in negotiations.

Iran said discussions are ongoing over a 14-point framework aimed at ending the war that began on February 28.

US Secretary of State Marco Rubio previously indicated a deal could be reached soon, while US President Donald Trump urged caution and warned against rushing a settlement.

Baqaei said the current draft agreement is focused on ending hostilities across the region, including Lebanon.

He stressed that Iran’s nuclear programme — a central issue for Washington — is not yet included in the framework and would be discussed only after a broader agreement is reached.

He also said the draft covers ending the US naval blockade on Iranian ports, imposed since April 13, and regulating activity in the Strait of Hormuz.

“US actions under the title of a naval blockade must be stopped,” he said, adding that Iran would ensure “safe transit in the Strait of Hormuz.”

Iran has tightened control over the strategic waterway since the outbreak of the conflict, allowing only limited vessel movement and requiring military clearance for passage.

Baqaei clarified that Iran is not collecting tolls from ships, but charges fees for navigational and environmental protection services in the Gulf region.
