Proposed U.S. Aid Freeze Over Nigeria’s Security Crisis Raises Alarm for Healthcare and Humanitarian Programmes

Nigeria could lose billions in U.S. assistance after lawmakers approved a proposed aid freeze over alleged Christian killings. Experts warn of serious impacts on healthcare, jobs and humanitarian aid.

A proposal by the U.S. House of Representatives to halt all American assistance to Nigeria over allegations of continued attacks on Christians and worsening insecurity has raised concerns about the future of critical healthcare and humanitarian programmes.

The amendment, sponsored by Congressman Gregory Steube, was approved as part of the Fiscal Year 2027 State Department Appropriations Bill. It would suspend all U.S. assistance until the Secretary of State certifies that Nigeria has taken measurable action to stop the violence and prosecute offenders.

The proposal must still pass the U.S. Senate and receive President Donald Trump’s approval before it can take effect.

Reacting after the vote, Steube said: “American taxpayers should never bankroll governments that turn a blind eye while Christians are abducted, tortured, and murdered.”

For decades, Nigeria has ranked among the largest recipients of U.S. foreign assistance. American support totalled $1.16 billion in 2022, $1.02 billion in 2023, and approximately $767 million in 2024, funding health, humanitarian, education, agriculture and security programmes.

The U.S. Mission in Nigeria reported that the assistance helped provide HIV treatment to more than 1.5 million Nigerians, malaria medication to 2.2 million children, HPV vaccinations for 13 million girls, tuberculosis screening for 19.8 million people, alongside investments in disease surveillance, education, agriculture and judicial reforms.

Development stakeholders warned that losing the funding could reverse years of progress in combating HIV/AIDS, tuberculosis and malaria while disrupting maternal healthcare, nutrition services and emergency disease response.

Chairman of the Public Health Sustainable Advocacy Initiative, Barrister Ayo Adebusoye, said the House vote should be regarded as an important diplomatic signal.

“Nigeria should see this as a serious diplomatic warning, not just another aid issue. The concern goes beyond money. It is about insecurity, accountability and the protection of human lives.”

Adebusoye urged the Federal Government to intensify diplomatic engagement with Washington, improve intelligence gathering and demonstrate measurable progress in tackling insecurity.

He also warned against reducing the issue to a religious dispute.

“The victims include Christians, Muslims, farmers, humanitarian workers and ordinary citizens. Government’s response must focus on protecting every Nigerian and ensuring perpetrators are prosecuted.”

National President of the Association of Medical Laboratory Scientists of Nigeria, Dr. Casmir Ifeanyi, also expressed concern, describing the proposed suspension as “double jeopardy for Nigerians.”

According to him, insecurity has devastated communities, including his own, while the possible withdrawal of U.S. support would place millions who depend on life-saving health programmes at greater risk.

“The United States is right to be concerned about the killings in Nigeria. But withdrawing aid is like killing an ant with a sledgehammer.”

He argued that the greatest impact would fall on poor women, children and vulnerable Nigerians who rely on HIV treatment, malaria prevention, immunisation and maternal healthcare.

The experts maintained that the proposal, although not yet law, highlights Nigeria’s heavy dependence on donor funding and underscores the need for stronger domestic investment in healthcare, improved governance and decisive action against insecurity.
