Leaked US-Iran Deal Proposes $300bn Aid Package, Sanctions Relief and Nuclear Commitments
The emerging US-Iran agreement includes a $300 billion economic package, termination of sanctions, restoration of commercial shipping and renewed nuclear commitments under IAEA supervision.
A draft memorandum of understanding (MoU) between the United States and Iran proposes a $300 billion reconstruction package for Iran, the removal of sanctions and new commitments on Tehran’s nuclear programme, according to details released by a senior US official.
The document outlines an immediate end to military operations between the two countries and their allies, with both sides pledging not to initiate war or use force against one another.
It states:
“The United States of America and the Islamic Republic of Iran and their allies… declare an immediate and permanent termination of military operations on all fronts, including in Lebanon.”
The draft agreement gives both countries up to 60 days to negotiate a final deal, with the option of extending talks by mutual consent.
Under the proposal, the US would remove its naval blockade of Iran and issue waivers allowing the export of Iranian crude oil, petroleum products and related banking, insurance and transportation services. Washington would also make available Iran’s frozen and restricted funds and assets.
A key provision commits the US and its regional partners to creating a reconstruction and economic development plan worth at least $300 billion for Iran, with implementation details to be finalised within 60 days.
On the nuclear front, Iran reiterated that it would not seek to develop nuclear weapons, while both countries agreed to discuss uranium enrichment and the disposal of enriched materials under a mutually agreed framework supervised by the IAEA.
The draft memorandum also proposes the establishment of a monitoring mechanism to oversee implementation and stipulates that any final agreement would be endorsed through a binding United Nations Security Council resolution.
