Ghana Walks Away from US Aid Deal Over Data Access Dispute

Ghana ended negotiations with the US after tensions over data access requests, with officials saying the US team became “hostile” during talks.

Ghana has terminated discussions for a long-term aid partnership with the United States following disagreements over Washington’s request for access to citizens’ personal data, a government-linked source told Agence France-Presse (AFP).

The talks formed part of US efforts to reshape health assistance programmes across Africa after the shutdown of USAID and a shift in foreign aid strategy under former President Donald Trump.

The source said, “The deal is dead,” noting that Ghana’s negotiating delegation included health officials, indicating the agreement may have involved health sector support.

Tensions reportedly escalated when Ghana objected to the data request. The source said the US side reacted aggressively during discussions.

“The US team became ‘hostile’ and piled on ‘pressure’ after Ghana pushed back on the demand for personal data,” the source told AFP.
